Dear Friends,
Two weeks ago, the Governor released his proposed budget for the
next fiscal year. Once again, he is trying to balance our budget
on the backs of working Californians, through severe cuts to health
and human services programs. Like he did last year, the governor
throws women and children off the lifeboat first. And once
again, the wealthiest Californians are barely impacted by his budget
proposals.
The Assembly Budget Committee met on Wednesday to begin its work
evaluating the Governor's budget proposal to close our state's $19.9
billion deficit. As Chair, I will push to clear away the smoke
and mirrors to reveal this budget proposal for what it really is
- a risky plan that relies too heavily on federal funding and makes
dangerous cuts to critical services. Once again, we are in
the position of fighting the Governor for the funding that these
programs deserve and the reforms that we so desperately need.
As a legislative body, our hands are tied by the current budget process. The
two-thirds vote that is required only serves to empower a political
minority and creates gridlock in our state capitol. These budget
impasses allow political extremes to use outdated rules and requirements
to push our fiscal status to brink of collapse. I have been
leading the fight in the Assembly to pass responsible reforms that
restore basic democratic principles to budgeting in Sacramento. With

will win it, creating a better budget process for all Californians. To
